I was tipped off by Stevie The Pencil (an accountant maybe) to a blog from a Vegas Local called The Vegas Flea.
On the blog The Flea explains what the term Flea means to Vegas Dealers- "flea (noun)
: a derogatory term used by dealers pertaining to low-limit, no-tipping, local patrons that hang around the casino way too much."

The Pencil is a moniker that would indicate someone who schedules the pit crew's roadmap for rotations and early-outs.
